This is a known Safari bug but it seems bugs in Safari do not get quickly fixed. Here is a reference to the issue of files downloading as .dms: https://forums.macrumors.com/threads/safari-erroneously-adding-dms-extension-to-downloads.2080108/

Fix:

To fix this issue on your Mac computer or laptop, iPad or iPhone is to switch browsers from Safari to Chrome or other alternative. We’ve tested it on Chrome and the issue disappears and the files download properly (.pdf, .png etc)
